The Population Decline structure is a pretty much just a mirror image of the Population Growth structure.
Population interacting with mortality rate adds to deaths. Deaths then serves to subtract from the population making it smaller. This smaller population will then interact with the mortality rate adding to deaths only at a smaller amount.
