Goal: Air Quality
Gap: A region is in non-attainment
Pressures to adjust goal: businesses and local governments
want the goals lowered -- In Las Vegas, we have a problem with
Carbon Monoxide being over the standard at one of the stations.
The pressure is to move the station to another location in the
Valley -- CO is heavier than air, so if all the stations are in
the higher levels of the Valley -- there won't be a problem.
